At distance, it is designed to blend into the desert environs.

Update (March 26, 2021): I found an aerial view from BG Boyd Photography, who sent me a larger version:

After BG took the photo, the property owner said the mural is on private property and chased him away. Interesting info — and photo — much appreciated!
